What your car costs to park, by borough: a Range Rover pays up to £686 a year more than a Fiat 500

Prices and car specs checked

Park a Range Rover P540 V8 petrol (SWB, 2026 model year) in Islington and the council charges £854.90 a year for a first residents' permit. Park a Fiat 500 Hybrid 65hp 6-speed manual (2025- model) on the same street and it charges £168.75–£221.55. That is a gap of £633.35–£686.15 a year, the widest of the 59 councils where we can price both.

It is not the whole story. In 31 of those 59 councils the two cars pay exactly the same, because the fee is flat or set by zone rather than by car. And a Tesla Model Y is cheaper to permit than a Fiat 500 Hybrid in 18 of 50 councils that price both, including 14 of 22 London boroughs.

Every price here is the first residents' permit for 12 months, for ten named cars, in 59 councils whose published prices we have checked (31 of them London boroughs). Where a council charges by zone you will see a range. “Not priced” never means free. Want one council in full? Try the council directory or the London borough-by-borough report.

  • Coverage: 59 verified councils

A Range Rover pays up to £686 more than a Fiat 500 in Islington

We picked two deliberately different cars: a Range Rover P540 V8 petrol (SWB, 2026) and a Fiat 500 Hybrid 65hp (2025 on). In Islington the Range Rover pays £854.90 a year and the Fiat £168.75–£221.55. The Fiat is a range because its CO₂ figure runs from 116 to 125 g/km depending on variant. The gap is £633.35–£686.15 a year, the widest of any council on this page.

Look elsewhere and the picture flattens. In 31 of 59 councils the Range Rover and the Fiat pay the same, because the fee is a flat charge or varies only by zone. In those places, where you live matters more than what you drive.

This is the widest gap among the councils listed here, not a UK or London average.

An electric SUV beats a Fiat 500 in 18 of 50 councils

A Tesla Model Y Rear-Wheel Drive pays less than a Fiat 500 Hybrid in 18 of 50 councils that price both cars, including 14 of 22 London boroughs. A big electric SUV is cheaper to permit than a small petrol hybrid in a lot of places.

The test is strict. The Tesla's dearest price has to be below the Fiat's cheapest price in every zone the council charges for. Ties do not count.

Councils where the Tesla wins: Barnet, Brighton & Hove (Unitary), Camden, Ealing, Edinburgh, Glasgow, Greenwich, Hackney, Hammersmith & Fulham, Haringey, Harrow, Kensington & Chelsea (RBKC), Lambeth, Lewisham, Newham, Southwark, St Albans City and District, Westminster.

Left out because the council's published tariff does not let us price the Tesla (often it depends on battery size): Brent, Croydon, Hounslow, Islington, Kingston upon Thames, Merton, Tower Hamlets, Waltham Forest, Wandsworth.

Three comparison cards for Islington, Barnet, and Redbridge. Each card lists a Range Rover P540, a Fiat 500 Hybrid, and a Tesla Model Y in that order. Where a council's published table does not price a car, the cell says not priced.

Trim, year, CO₂, fuel, length, footprint and kerb weight as printed by the manufacturer or VCA. Footprint = length × width as printed — width basis differs by maker, so we do not compare footprints across cars that mix body-only and mirrors-folded widths. Does size or weight change the bill?

Almost nowhere in this set. Two councils are worth a note, and one we could not include.

Haringey: longer cars pay more

Haringey adds 5% for vehicles of 4.0 to 4.499 m and 10% from 4.5 m. Our price table does not include that add-on. The figures below apply the percentage to the CO₂ band, then add the diesel surcharge where it applies. The Fiat 500 Hybrid and Kia Niro EV are missing because we have no official length for either.

  • Range Rover P540 V8 petrol (SWB, 2026 model year) (5052 mm): +10% → £536.69 (base band £487.90)
  • Range Rover P460e plug-in hybrid (SWB, 2026 model year) (5052 mm): +10% → £62.81 (base band £57.10)
  • Tesla Model Y Rear-Wheel Drive (current UK model) (4798 mm): +10% → £51.37 (base band £46.70)
  • Fiat 500 Hybrid 65hp 6-speed manual (2025- model): length not officially sourced
  • Ford Puma Titanium 1.0 EcoBoost Hybrid (mHEV) 125PS 6-speed manual (4186 mm): +5% → £141.65 (base band £134.90)
  • Volkswagen Golf Mk7 1.6 TDI 105PS 5-door SE manual (2014, Euro 5) (4255 mm): +5% → £169.96 (base band £57.10)
  • Toyota Yaris Hybrid Icon 1.5 (current UK model) (3940 mm): +0% → £57.10 (base band £57.10)
  • BMW X5 xDrive30d M Sport (48V mild-hybrid diesel, current UK model) (4935 mm): +10% → £509.63–£555.28 (base band £363.30–£404.80)
  • Nissan Qashqai 1.3 DIG-T Mild Hybrid 158 manual N-Connecta (current UK model) (4425 mm): +5% → £207.06 (base band £197.20)
  • Kia Niro EV 64.8kWh (MY25): length not officially sourced

Bath: footprint not included

Omitted. We have no verified Bath & North East Somerset prices, so we have not worked out footprint charges there.

Cardiff: weight not included

Cardiff is in the price table at its flat or zone fee. We have not priced a weight charge there, so we make no kerb-weight comparison.

How we did it

  • The price: each council's first residents' permit for 12 months, for a standard residents' car, as printed on its own website. Every row in the table links to that page and shows its date.
  • The cars: ten named models, with trim, year, CO₂ and fuel shown in the vehicle assumptions table. Specifications were retrieved on 9 October 2026 from the manufacturer or the Vehicle Certification Agency.
  • The councils: 59 councils whose prices we have checked, 31 of them London boroughs. That is the whole sample. It is not every council and it is not a UK average.
  • The sums: each car is priced through the same calculator the site uses, including official diesel cut-offs (pre-2015, non-Euro 6, RDE2) where the council publishes them. Mild hybrids are priced as petrol. The Toyota Yaris is priced as a full hybrid. In zone councils the table shows the cheapest and dearest zone.
  • Gaps: “Not priced” means the published tariff does not let us price that car. It does not mean the permit is free.
  • A snapshot: these are today's prices. We make no year-on-year claim.

More on how we verify prices. Band-by-band prices for every London borough are in the London parking permit costs by borough report, and the wider picture is in the UK Cost Index.

The numbers in five lines

Quote freely. Please credit ParkingPermitCosts.co.uk with a link to this page. Figures are for the first residents' permit, 12 months.

  • A Range Rover P540 pays up to £686 a year more than a Fiat 500 Hybrid for a first residents' permit in Islington, the widest gap of 59 councils compared (£633.35–£686.15).
  • A Tesla Model Y is cheaper to permit than a Fiat 500 Hybrid in 18 of 50 councils that price both, including 14 of 22 London boroughs.
  • In 31 of 59 councils compared, a Range Rover and a Fiat 500 pay exactly the same: the fee is flat or set by zone.
  • The sample is 59 councils with checked prices, 31 of them London boroughs. It is not a UK average.
  • In Islington, a Range Rover P540 pays £854.90 a year and a Fiat 500 Hybrid pays £168.75–£221.55.

Do not crop out the credit. Do not use the charts to imply a UK-wide average. Restricted-reuse councils (Hackney, Westminster, Croydon, Waltham Forest) are quoted as individual facts; do not scrape the table into a dataset that republishes those rows wholesale. What this does not tell you

  • It is not a UK or London average, and it says nothing about change over time.
  • It covers 59 councils with checked prices, not every council.
  • Bath footprint prices are not included: we have no verified Bath & North East Somerset prices.
  • Cardiff weight prices are not included: we have not priced a weight charge there.
  • Fiat 500 Hybrid and Kia Niro EV dimensions are pending official sources, so we do not quote them.
  • Hackney, Westminster, Croydon and Waltham Forest (†) are quoted as individual facts, each with its source.
  • “Not priced” is a gap in our data, not a cheaper or free permit.
