The second-car tax: Bristol charges £581 for a third parking permit

£581 is what Bristol charges for a third residents' parking permit. The first one costs £129.
- £1,154 a year for a three-car household in Lambeth, the most of any council we checked.
- 10 times: Portsmouth's third permit (£300) against its first (£30).
- 3 councils won't issue a second permit at all: Ribble Valley, South Ribble and West Lancashire.
What we found
It isn't a tax, of course. These are council permit charges. But the first permit is the price councils put up front, and the second and third are where a household's bill grows.
- For this car, Redbridge has the cheapest first permit of the London boroughs we checked, at £39.50. The second is £184 and each one after that £305.
- Bristol charges £129, then £233, then £581.
- 36 of the 63 councils we priced publish a separate price for a second permit.
- Nottingham is the outlier the other way: the first permit is free, the second £35 and the third £50.
The councils that say no
No second permit: Ribble Valley, South Ribble and West Lancashire. Lancashire County Council's own tables list a maximum of one residents' permit per household.
Two at most: Chorley, Fylde and Torbay. Each council's page caps a household at two permits.

How we did this
- One car everywhere: a Ford Puma 1.0 mild hybrid 125 (petrol, 121 g/km WLTP).
- 12-month residents' permits. Where a council charges by zone, we used its first standard residents' zone.
- 63 councils whose prices we have checked against their own published charges.
- Every price comes from the same calculator that runs this site. Nothing is worked out by hand. You can check any council with our permit calculator.
- Household limits are quoted from each council's page, linked in the table.
What we left out
- Councils with no second price in the data we verified are listed, not counted as free or as refusals.
- Visitor, business, carer and short-stay permits, Blue Badge concessions and any discounts.
- Some councils publish second-permit charges our calculator doesn't price yet. They are marked in the table.
